A Brighter Outlook for the Capital Region - Breaks Into Top 20 Metro Areas for 4th Quarter Growth

A lot can change in the course of three months.

New findings from a study conducted by the Brookings Institution have found that all upstate cities, including the Capital Region, have been less adversely affected by the recession than other regions of the country.

The Brookings MetroMonitor project tracks local economic data quarterly across the country. The study released today puts the Capital Region in the top 20 metro areas in terms of fourth quarter economic growth. The region did not make the top 20 list in the third quarter of 2009.

Even though the numbers are not all good they are better when compared to the data for the rest of the country.  The Capital Regions unemployment rate increased 1.1% over a one year period to a 7% rate while the national average increase of 2.5% puts the rest of the country at 9.7%.

The Capital Region has also remained exceptionally strong against succumbing to the foreclosure crisis. Albany homes ranked second to Syracuse in terms of having the lowest foreclosure numbers.

According to Howard Wial, one of the authors of the study and a fellow at the Brookings, Albany and other upstate cities have seen benefits due to their lack of ties to the floundering auto industry. In addition Albany is unique because it is the Capital of the state and has a bustling state government.

Kajal Lahiri, a professor of economics at the University of Albany believes that upstate cities have been able to weather the recession better than other parts of the country in part because of a surge in small business growth, especially high-tech startups.

In addition small upstate community banks have remained vital due to the fact that they knew where the money they lent was going. Although the region has fared better than other areas, the business community feels that leaders need to do a better job at making the state more business friendly.

According to Brian Sampson, executive director of Unshackle Upstate, which represents 45,000 businesses, New York didn't experience the economic boom as acutely as other states, so the bust was not as severe.

However he cautions that with the loss of thousands of jobs over the last several years the state has been forced to raise taxes, resulting in a more difficult business climate. According to Sampson "That is why we continually call on our elected officials to cut state spending and programs so that they are consistent with the needs of the taxpayers".

Albany Home Sale Prices Decline in 4th Quarter 2009

According to the National Association of Realtors 4th quarter report, the median sale price of Albany Capital District single family homes fell -5.4% compared to the same period last year. This is slightly below the National figure which came in at -4.1%.

The median house price for the Albany-Schenectady-Troy region was reported at $182,700.

City of Albany Buys Arbor Hill Real Estate

The city of Albany purchased a large chunk of Albany real estate last week when it paid $282,000 for 15 buildings located primarily in the Arbor Hill section of the city.

The city purchased the properties from St. Joseph's Housing Corp, considered to be one of the city's largest slumlords. The Albany based agency is a non-profit that provides affordable housing to the poor.

The troubled agency has had cash flow problems for some time resulting in major deterioration of the condition of the the properties.

The properties were purchased at a foreclosure auction. The majority of the properties were unoccupied at the time of sale.

The city will have The Albany Community Development Agency assume ownership of the buildings. The plan is to renovate the structures to include a total of approximately 45 apartments units.

The Landlord's Guide To Evicting A Tenant

One of the most difficult things about being a landlord is having to evict a tenant. If your tenant is violating the conditions of their lease agreement, you may have to initiate eviction proceedings in order to legally force them off your property.

While state and local laws may vary, in most areas the stipulations for legally terminating a lease early resulting in the eviction of a tenant include:

  • Non-payment of rent
  • Damage to your property that has not been corrected
  • Illegal activity occurring on your property
  • Any other conditions of the lease that have been broken and not corrected

Once you've established the need to evict your tenant, you will have to adhere to the proper legal channels and follow local laws and procedures. Check with an Albany Real Estate Attorney or the court system in your jurisdiction. They will be able to inform you of the specific steps you will need to file for an eviction.

Document carefully. Eviction of a tenant is a legal process so make sure you keep copies of all records pertaining to your property. These include payment receipts, any notices you have sent to the tenant regarding the problem, photos of any damage to the property, etc.

Most areas require landlords to send a notice of intention to evict, giving the tenant a specified period of time to correct the problem. These "pay or quit" or "correct or quit" notices should be documented and sent through certified mail.

It is illegal to evict a tenant without filing the proper paperwork, so take vigilance that this is done accurately and in a timely fashion.

Make sure you are present at the court hearings and are prepared with the documentation to prove your case. Failing to attend or coming to the hearing unprepared could result in a decision that favors your problem tenant.

Never try to assist the actual eviction process. Landlords are not allowed to aid in the eviction in any way. Eviction must be carried out by an officer of the law or an officer of the court.

By doing some research and following the regulations set by your state's legislature, you can make this typically unpleasant process a much easier experience.

New York Sets Forth Increased Solar Initiative

Gov. David Paterson announced that New York State is embarking on a program that will quintuple the amount of solar power used in the State. The Governor's plan, dubbed the "45 by 14 program", is part of his efforts to get 45 percent of the state's energy consumption from renewable sources by 2015.

"The New York Power Authority's advancement of this, the largest solar initiative in state history, aligns with the state energy plan's direction to increase in-state energy supplies," said Paterson.
Paterson's initiative, described as one of the most aggressive in the country, aims to increase state solar capacity 500 percent and power 15,000 New York homes.

"A sustainable future for New York requires bold initiatives which will increase the deployment of clean energy," Paterson added.

Albany Area Foreclosures Drop by 50%

According to a new report by RealtyTrac, who sells distressed properties online, the Albany, NY Metro region saw bank home foreclosure filings drop by nearly half in 2009.

The Albany metro region includes Albany, Rensselaer, Schenectady Saratoga & Schoharie counties

There were 1,220 properties affected in the region in 2009 as compared to 2,464 in 2008.

The area also had one of the lowest per-capita foreclosure rates in the nation. 

Although the filings were down significantly from 2008 to 2009, there had been a 26.3% increase from 2007 to 2008. This compares nationally to a 21% increase from 2008, and a 120% increase from 2007.

The per-capita foreclosure rate, one of every 311 households, ranked the Albany Metro Region #190 out of 203  in the Nation. These among areas having a population of 200,000 or more.

The per-capita foreclosure rate is highest in the 4 states affected most by the crash of the housing bubble that caused real estate values to plummet. They include: Nevada, California, Arizona and Florida.

Las Vegas topped the rankings for the most foreclosure filings at 5 times the national average.

While the housing bubble was responsible for the majority of foreclosure activity in the last several years, there is evidence to suggest that the newest wave of activity will be driven more by the economic turndown and high unemployment figures.
